In a mission to provide clean and safe streets in a cost-effective and efficient manner, the Philadelphia Streets Department partnered with BeHeardPhilly℠ to get feedback from citizens to determine how people travel throughout the city. The Streets Department’s main goal was to better understand traffic safety in Philadelphia.  Because the Streets Department provides a number of City services that are critical to maintaining public health and safety in our communities, the survey was used to help them better determine how effective their methods are.

BeHeardPhilly℠ members were asked questions such as, “How much do you think that traffic safety is an important issue” and “In your opinion, how important is it that drivers obey the speed limit” as well as knowledge questions like, “What is the speed limit in a school zone in Philly when the lights are flashing” and “While driving, to pass a person biking, a driver must give the biker how many feed of clearance space”.

For this project BeHeardPhilly℠ field team visited 12 intersections with high crash rate throughout Philadelphia. See below map of high crash rate intersections. While on location, the field team observed traffic patterns/behaviors and administered the survey to passersby.

As a result of parking laws being strictly enforced during the Democratic National Convention (DNC), a parking survey came to fruition. Cars were banned from parking on the Broad Street median between Washington and Oregon Avenues, a law that has always been prevalent, though not strictly enforced unless there are special events such as the DNC, the Broad Street Run, etc. Due to a lack of action from the parking authority regarding this issue, advocates for stricter parking enforcement called upon the city to permanently enforce the ban on parking on the Broad Street Median.

Through partnership with The Philadelphia Citizen, Passyunk Square Civic Association, Newbold Civic Association, Point Breeze Community Development Corporation, Girard Estate Area Residents, Newbold Neighbors Association and West Passyunk Neighbors Association, a survey was developed to look at parking issues in South Philadelphia. One question asked, "How important is the issue of parking on the Broad Street median to you?"

In October 2014 Uber began offering its ride hailing app in Philadelphia. Lyft, its major competitor in the region, came to Philadelphia a few months later. In just three months during this past summer 2016, the companies made a combined $53 million in the city.

Much has been said of how the industry is changing the modes in which we travel. We sought to learn more specifics about how people are using this new service and how they feel about ride hailing apps in general.

Residents of the city of Philadelphia were invited to share their insight on how the technology has changed their way of getting around.

As one of the first surveys launch by BeHeardPhilly℠, we asked members about their life in Philly. Our goal was to learn more about our audience and who exactly our members are. The survey included questions like “How long have you lived in Philadelphia”, and “How would you rate Philadelphia as a place to live”. The #PhillyFunFact was also introduced with this survey as a way to pose casual and fun questions about Philly and share them via social media.

In June of 2016, A BeHeardPhilly℠ advisory board member moderated a panel discussion on issues and avenues toward engaging impoverished communities. Inspired by this topic, BeHeardPhilly℠ in collaboration with the Philadelphia Citizen, launched a 10-question survey on issues related to quality of life in Philadelphia, and resident's knowledge of the state and status of poverty in Philadelphia. The Philadelphia Citizen wrote an article describing the survey on June 14, 2016 titled "Are You Satisfied?"

A major collaboration between Temple University’s BeHeardPhilly℠ and the Mayor’s Office of Community Empowerment and Opportunity’s (CEO) birthed the Community Needs Assessment. The Mayor’s Office of Community Empowerment and Opportunity’s (CEO) mission is to align the city’s efforts to lift individuals and communities out of poverty and increase opportunities for low income individuals and families.

The goals of the CNA are: 1) Survey individuals living in six targeted communities in Philadelphia, and 2) Help the City better understand some of the challenges faced by low-income residents of Philadelphia in efforts to provide residents with effective programs and services.

BeHeardPhilly℠ launched the survey to BeHeardPhilly℠ members and to the open public via field team outreach, social media, KEYSPOTS, and community centers.  The survey first asked respondents to choose three potential challenge that they are members of their household might have faced in the last 12 months.

The City partnered with BeHeardPhilly℠ to conduct a comprehensive survey to measure public opinion on the delivery of services such as garbage collection and street repairs, on the conditions of facilities such as parks and recreation centers, and to identify priorities among residents.

Mayor Kenney says the Philadelphia Resident Survey will take place annually, reflecting his commitment to engaging residents from every neighborhood in the City. The last time the City conducted a resident survey was in 2007.

The survey was in both English and Spanish.  All of the results will help City officials prioritize strategic initiatives and better serve citizens overall.  In addition to the annual survey, the City will also partner with Temple ISR to conduct follow-up focus groups and shorter, topic-specific surveys designed to collect more in-depth feedback on specific City services and initiatives.

BeHeardPhilly℠ was very interested in hearing the voices and opinions of Philadelphians about health and health information. BeHeardPhilly℠ researchers set out to identify, “What are your biggest health-related concerns right now?” and “How easy or difficult is it for you to keep track of all of your health information?”

The #PhillyFunFact was also included and asked, “What is your favorite Philadelphia Landmark”. Most BeHeardPhilly℠ members indicated Reading Terminal Market and Fairmount Park as their favorites.

In 2016, Philadelphia’s City Council voted to approve a 1.5 cent per once tax on beverages. Temple University’s Institute for Survey Research and the BeHeardPhilly℠ platform evaluated the impact of this legislation.

Here is some info on the proposed tax:

  • The tax is on beverages with added sugar, and will be taxed at 3 cents per ounce on sugary drinks, and will be effective January 1, 2017, if passed.
  • The tax would be collected from the beverage distributors
  • Kenney estimates the tax would raise over $400 million in 5 years
  • The tax would pay for:
    • Expanded Pre-Kindergarten (Pre-K)
    • Community schools
    • Rebuilding Community Infrastructure program
    • Philadelphia Energy Campaign
  • The tax would NOT include diet drinks, 100% fruit juice, milk, or bottled water

Organizations around the city co-sponsored the survey including: The Philadelphia Citizen, Young Involved Philadelphia, The Philadelphia Department of Public Health, Get Healthy Philly, and The Philadelphia Food Trust. BeHeardPhilly℠ members were given the chance to share their opinions of the tax openly.
